NYC Passes GUARD Act: First Major City to Mandate AI Oversight Office

On November 25, 2025, New York City Council unanimously passed the GUARD Act—Guaranteeing Unbiased AI Regulation and Disclosure. The legislation creates an independent Office of Algorithmic Accountability with authority to audit, regulate, and investigate AI systems used by city agencies.

This is NYC's third attempt in six years to regulate government AI use. Previous efforts produced voluntary guidelines that agencies largely ignored. The GUARD Act adds enforcement.
